Graphene Innovation Push Strengthens Kerala’s High-Tech Strategy

Kerala has approved India’s first comprehensive graphene policy, signalling a strategic move to establish the state as a global centre for research, development and manufacturing of the advanced material. Graphene, widely regarded as a breakthrough material, is valued for its extraordinary strength, electrical conductivity and flexibility. The policy reflects Kerala’s broader ambition to anchor economic growth in high-technology sectors.

Graphene Park and Investment Support

As part of the implementation roadmap, approval has been granted for the Grefine Park to accelerate graphene-based innovation and industrialisation. Kerala plans to develop a specialised graphene industrial park in Palakkad, complemented by a Digital Innovation Centre backed by an investment of ₹200 crore.

To attract investors, the state will offer financial incentives, including a 50 per cent subsidy on lease payments for manufacturing units established within government-managed industrial parks. This measure is designed to lower operational costs and foster a competitive ecosystem for advanced material industries.

Strengthening Research–Industry Linkages

A central objective of the policy is bridging the gap between academic research and commercial deployment. The state aims to deepen collaborations with leading international institutions, including Oxford and Manchester Universities, to enhance innovation capacity.

By integrating universities, research laboratories and industrial units, Kerala seeks to create a seamless pipeline from scientific discovery to market-ready products. This approach is expected to boost technology transfer, encourage start-up participation and generate high-skilled employment.

Economic Strategy and Policy Continuity

The government has emphasised policy consistency, linking the graphene initiative to its long-term development model. Officials argue that investments in frontier technologies will sustain industrial momentum while diversifying the state’s economic base.

Industry Minister P Rajeev indicated that the State Budget 2026 supports proposals aimed at strengthening Kerala’s industrial and innovation landscape.
