Kerala Launches Sthree Suraksha Scheme for Unemployed Women

Kerala Introduces Monthly Pension for Women and Transwomen

The Government of Kerala has formally rolled out the Sthree Suraksha Scheme , a monthly pension programme designed to provide income support to unemployed women and transwomen from economically weaker sections. Chief Minister Pinarayi Vijayan inaugurated the scheme in Malayinkeezhu, Thiruvananthapuram. The first instalment of Rs 1,000 has been credited to more than 10.18 lakh approved beneficiaries .

The initiative is aimed at enhancing financial security, reducing economic dependency and strengthening gender-inclusive welfare governance.


Eligibility Criteria and Direct Transfers

The scheme covers women aged 35 to 60 years belonging to economically backward families who are not receiving benefits under other social welfare pension schemes . Transwomen are explicitly included, reflecting Kerala’s emphasis on inclusive policy frameworks.

Eligible beneficiaries will receive Rs 1,000 per month , transferred directly to bank accounts through the Direct Benefit Transfer (DBT) mechanism. Authorities have stated that additional applicants will be incorporated after verification procedures are completed.


Integration with Kerala’s Welfare Strategy

Announced in October last year, the scheme forms part of a broader welfare package targeting vulnerable households. The state government has positioned the programme as a structural intervention addressing financial insecurity among women.

Officials emphasise that economic vulnerability often restricts autonomy, workforce participation and decision-making power. The pension is intended to promote dignity, stability and self-reliance.


Kerala’s Gender-Focused Policy Landscape

Kerala has long pursued gender-responsive governance measures. It became the first Indian state to institutionalise gender budgeting , ensuring department-wise allocations for women-centric initiatives.

Complementary programmes include the Pink Police initiative aimed at strengthening women’s safety and public security visibility.
