Karnataka Unveils e-Swathu 2.0
Karnataka has introduced e-Swathu 2.0 , a major upgrade to its rural property management system, aiming to digitise and regularise nearly 95 lakh properties across gram panchayats. Launched by Chief Minister Siddaramaiah in Bengaluru, the enhanced platform is expected to simplify property documentation, improve tax administration and substantially increase state revenue.
Boosting Revenue Through Digital Integration
According to government projections, e-Swathu 2.0 will generate at least Rs 1,778 crore , with potential earnings reaching Rs 2,000 crore once full implementation is achieved. By bringing unregistered rural properties under the tax net and ensuring accurate record-keeping, the system supports the fiscal reforms introduced through amendments to the Panchayat Raj Act .
New Rules for Taxation and Public Services
The 2025 Tax, Rates and Fees Rules introduce uniform procedures for assessing property taxes, approving layouts and collecting dues. Residents can now access digital e-khata documents (Forms 11A and 11B) through the portal, ensuring fast and transparent processing. A dedicated helpline has been established to support citizens during the shift to the upgraded platform.
Doorstep Access to Rural Governance
Deputy Chief Minister DK Shivakumar announced that all households falling under gram panchayats will receive 11B accounts within 15 days , eliminating long queues and repeated visits to local offices. Certificates will also be available at Bapuji Centres , enabling decentralised and citizen-friendly service delivery.
