India to Lead Global IT Security Standards as CCDB Chair for 2026-2028

OVERVIEW

India has been chosen to lead a very important global body for IT security. The country will chair the Common Criteria Development Board (CCDB) from April 2026 to April 2028. This decision was confirmed at a meeting in Tokyo, Japan, held from 14 to 16 April 2026. The CCDB is the technical core of the Common Criteria Recognition Arrangement (CCRA), which is an international treaty that allows different countries to trust each other's IT security certificates. India has been a member of this arrangement since 2013. This leadership role shows India's growing strength in the field of IT security standards.


LATEST NEWS: INDIA NOMINATED AS CCDB CHAIR

On 14 May 2026, the Ministry of Electronics & Information Technology announced that India has been nominated as the Chair of the Common Criteria Development Board (CCDB). The term will last for two years, from April 2026 to April 2028. This prestigious role was confirmed during the 1st Quarter Meeting of the Common Criteria Recognition Arrangement (CCRA), which was held in Tokyo, Japan, from 14 to 16 April 2026.

WHAT IS THE COMMON CRITERIA DEVELOPMENT BOARD (CCDB)?

The CCDB serves as the  technical core  of the Common Criteria Recognition Arrangement (CCRA). While other committees handle policy matters, the CCDB focuses on the technical standards and evaluation criteria that secure global IT products. In simple words, it decides the rules for testing and certifying the security of IT products like firewalls, operating systems, and smart cards.

KEY FUNCTIONS OF THE COMMON CRITERIA DEVELOPMENT BOARD

The CCDB plays a very important role in global IT security. Its main functions are:

Function Description
Technical Management Manages the international work program for developing Common Criteria (ISO/IEC 15408) and the Common Methodology for Information Technology Security Evaluation (CEM).
Standardization Defines the technical evaluation criteria that determine the security level of global IT products.
Portal Management Maintains the Common Criteria Portal, which is the "single source of truth" and the authoritative global repository for all certified secure IT products.
Mutual Recognition Ensures that a security certificate issued in one member country is accepted in all 38 member nations without re-testing.

INDIA'S ROLE AND TIMELINE

India has been an active member of the CCRA for a long time. Here is a quick timeline:

  • 16 September 2013:  India became a member of the CCRA as a  Certificate Authorizing Nation .

  • April 2026:  India's two-year term as Chair of the CCDB begins.

  • 14-16 April 2026:  India's leadership role was confirmed at the CCRA meeting in Tokyo.
