India and France Extend Defence Cooperation for Another Decade

Rafale Indigenisation and Missile JV Mark New Phase in Indo-French Ties

India and France have renewed their defence cooperation agreement for an additional ten years during the 6th India-France Annual Defence Dialogue held in Bengaluru. The discussions, co-chaired by Defence Minister Rajnath Singh and France’s Minister of the Armed Forces and Veterans Affairs Catherine Vautrin, reaffirmed defence ties as a central pillar of the long-standing strategic partnership.


Push for Indigenisation and Industrial Collaboration

A major highlight of the dialogue was India’s request for enhanced indigenous content in Rafale fighter aircraft, targeting localisation levels of up to 50%. India also urged expansion of the Rafale’s Maintenance, Repair and Overhaul (MRO) facilities within the country, reflecting the broader policy emphasis on domestic capability building and reduced dependence on external supply chains.

The renewed cooperation agreement was formally signed by India’s Defence Secretary and France’s Deputy Director General for International Relations and Strategy. Both nations also announced the deployment of Reciprocal Deployment Officers at Indian Army and French Land Forces establishments, aimed at strengthening operational coordination and institutional linkages.


Focus on Co-Development and Niche Technologies

The dialogue covered priority areas for co-development and co-production of advanced defence equipment. Both sides stressed closer integration of defence industries, particularly in niche and high-technology domains. The Defence Ministry underscored the shared commitment to enhancing military-to-military engagement and expanding industrial partnerships.

An important outcome was the signing of a Joint Venture MoU between Bharat Electronics Limited (BEL) and Safran Electronics and Defence for manufacturing HAMMER precision-guided missiles in India. This move aligns with India’s Atmanirbhar Bharat strategy and deepens bilateral defence industrial cooperation.


Strategic and Regional Security Context

India highlighted its role as a first responder and net security provider in the Indian Ocean Region (IOR), emphasising assistance in defence and maritime security. The dialogue also addressed terrorism concerns, with India reiterating challenges posed by cross-border terrorism.
