India and Vietnam Strengthen Ethnic Development Partnership
India and Vietnam have enhanced bilateral cooperation in tribal and ethnic development following a high-level ministerial meeting held in New Delhi on 20 March 2026. The engagement reflects growing collaboration under their Comprehensive Strategic Partnership and shared focus on inclusive development.
High-Level Ministerial Engagement
The meeting was co-chaired by Jual Oram and Dao Ngoc Dung. It built upon earlier official-level discussions on policy frameworks and development strategies for tribal and ethnic communities. The dialogue aimed to institutionalise cooperation and strengthen leadership-level engagement.
Focus on Cultural and Strategic Ties
India reaffirmed Vietnam’s importance under its Act East Policy and Indo-Pacific vision. Both sides highlighted strong historical and cultural connections rooted in shared civilisational values and Buddhist traditions. The exhibition of sacred relics of Lord Buddha from Sarnath in Vietnam was cited as a key example of deep people-to-people ties.
Key Areas of Collaboration
The discussions covered cooperation in livelihood promotion, sustainable agriculture, value addition to forest produce, skill development, and research. Vietnam emphasised its commitment to inclusive development of its 54 ethnic groups through targeted policies in infrastructure, education, and healthcare. Both nations agreed to exchange best practices and leverage socio-cultural similarities.
Towards Institutionalised Cooperation
The two sides reviewed a draft Memorandum of Cooperation to formalise collaboration between their respective ministries. Vietnam confirmed its approval and invited India for its formal signing. Both countries reiterated their commitment to sustained engagement and mutual trust to advance inclusive and sustainable development.
