Russian & Belarusian Athletes Return Under National Flags at Winter Paralympics

The International Paralympic Committee (IPC) has approved the participation of Russian and Belarusian athletes under their national flags at the Milano-Cortina 2026 Winter Paralympics. This marks a major policy reversal from the restrictions imposed in 2022, when athletes from both nations were barred from competing with national symbols.


IPC Decision and Quotas

The IPC has granted Russia six quota places across three disciplines:

  • Two slots in Para-alpine skiing

  • Two slots in Para cross-country skiing

  • Two slots in Para-snowboard

Belarus has received four quota positions, all in Para cross-country skiing. The IPC clarified that athletes from both countries will compete with full national recognition. Should they secure podium finishes, medal ceremonies will include national flags and anthems. Importantly, this ruling applies solely to the Winter Paralympics and does not automatically extend to the Winter Olympics.
