Government Launches “Say No To Proxy Sarpanch” Campaign to Empower Women Leaders

MoPR Initiative Targets ‘Sarpanch Pati’ Practice in Panchayati Raj Institutions

The Ministry of Panchayati Raj has initiated a nationwide social media campaign titled “Say No To Proxy Sarpanch” to counter the practice popularly known as “Sarpanch Pati.” This term refers to situations where husbands or male relatives exercise authority in place of elected women representatives in village governance. The campaign, launched around International Women's Day , will continue until 18 March and aims to promote genuine leadership by women in local self-government institutions.


Tackling Proxy Leadership in Village Governance

The initiative seeks to address a persistent issue in rural governance where male relatives informally assume the decision-making powers of women elected to Panchayati Raj positions. Such individuals are often referred to as “Sarpanch Pati,” “Mukhiya Pati,” or “Pradhan Pati.” Authorities have highlighted that this practice undermines the democratic mandate granted to women through reservation policies in grassroots governance structures.


Promoting Awareness and Public Participation

Through digital outreach and social media engagement, the campaign encourages citizens to support and recognise women who actively perform their elected duties. It also aims to amplify stories of women sarpanches who are successfully leading development initiatives in their villages. By fostering public dialogue on the issue, the government hopes to encourage behavioural change and ensure that elected women representatives exercise their authority independently.


Policy Measures and Institutional Support

Efforts to curb proxy representation are supported by recommendations from an advisory committee formed by the Ministry of Panchayati Raj. The committee has proposed introducing penalties in cases where male relatives act on behalf of elected women leaders. It also suggested mechanisms such as confidential complaint systems, helplines and monitoring groups to report and address violations.
