SMART Digital Tool Introduced to Improve Civic Service Monitoring in Delhi Cantonment

The Delhi Cantonment Board (DCB) has launched the Swachhata Monitoring & Automated Reporting Tool (SMART) to enhance transparency and efficiency in sanitation and civic service management. The digital platform has been introduced to overcome issues such as manual data reporting, slow information flow and fragmented monitoring systems. By enabling automated reporting and real-time tracking of field operations, the initiative aims to improve coordination among departments and strengthen service delivery.


Need for a Digital Monitoring Platform

The Delhi Cantonment Board manages civic services in cantonment areas, including sanitation, horticulture, electrical maintenance and civil works. Earlier, monitoring relied mainly on manual reporting methods, which often resulted in delayed updates and incomplete records.

The SMART system has been designed to digitise monitoring processes , allowing faster data collection and improved coordination among officials responsible for maintaining civic infrastructure.


Key Features of the SMART System

The platform includes several features intended to improve administrative efficiency. It enables real-time monitoring of field activities carried out by sanitation and maintenance staff. Automated reporting reduces the need for manual paperwork and allows officials to generate timely performance reports.

The system also includes user-role management , ensuring that access to data is granted based on official responsibilities. A centralised dashboard displays performance indicators from various departments, helping administrators track ongoing work and identify operational gaps.


Four-Level Monitoring Structure

SMART operates through a four-tier monitoring mechanism involving the Chief Executive Officer (CEO), Officers In-Charge, Assistant Sanitary Inspectors (ASIs) and Supervisors. Supervisors record daily updates on ground-level activities, while ASIs verify these reports. Officers In-Charge evaluate departmental performance, and the CEO reviews consolidated reports to guide policy decisions.

This structured hierarchy helps maintain accountability and verification at multiple levels within the civic administration system.


Integration of Artificial Intelligence

To further strengthen the system, the DCB plans to introduce Artificial Intelligence-based analytical tools as part of a pilot phase. The AI component will analyse operational data, detect recurring issues and generate automated alerts for quicker action.

These tools will also support performance analytics and automated issue categorisation , enabling authorities to identify trends, evaluate staff productivity and allocate resources more effectively.
