Delhi Adopts Cooperative Model for Urban Taxi Services
Delhi has emerged as the first state in India to formally collaborate with Bharat Taxi’s cooperative mobility platform, signalling a structural shift in the regulation and delivery of urban cab services. The initiative is designed to ensure safe, transparent and technology-driven transport solutions while strengthening income security and social dignity for taxi drivers in the National Capital.
MoU Between DTTDC and Sahkar Taxi Cooperative
The partnership was formalised through a Memorandum of Understanding signed between the Delhi Tourism and Transportation Development Corporation (DTTDC) and Sahkar Taxi Cooperative Limited, the cooperative wing of Bharat Taxi. The agreement was executed in the presence of Chief Minister Rekha Gupta and Tourism Minister Kapil Mishra, who also chairs DTTDC. Senior administrative officials and cooperative representatives attended the signing ceremony.
The arrangement integrates Delhi’s public transport objectives with a driver-owned digital mobility platform, aiming to reduce fragmentation in the taxi sector.
Defined Roles and Operational Framework
Under the agreement, DTTDC will function as the tourism and branding partner, focusing on driver capacity-building and professional training. Drivers will undergo structured programmes covering customer service skills, heritage awareness and cultural orientation, positioning them as representatives of Delhi’s tourism ecosystem.
Sahkar Taxi Cooperative Limited will manage operational deployment through a technology-enabled booking system, standardised fare structures and an organised network of cooperative members.
Tourism Circuits and City Connectivity
The initiative includes curated travel packages ranging from two-hour to full-day sightseeing circuits, covering major landmarks within and around Delhi. In addition to tourism-focused offerings, point-to-point urban travel services will be provided to improve last-mile connectivity.
The digital platform is expected to ensure transparent pricing, route tracking and uniform service standards, thereby enhancing commuter trust and accountability.
Emphasis on Cooperative Ownership and Driver Welfare
A defining feature of the model is cooperative ownership. Drivers will retain a larger share of earnings compared to traditional aggregator-based platforms and participate in governance decisions. The Delhi Government views this framework as a step toward inclusive economic growth, ethical urban mobility and reduced dependence on unregulated taxi operations.
The partnership also aligns with broader policy goals of strengthening tourism infrastructure while embedding social security considerations into service delivery models.
