Cabinet Clears Amendments to Fast-Track Women’s Reservation in Legislatures

Overview

The Union Cabinet has passed significant Constitutional amendments to hasten the effect of 33% reservation of women in both Lok Sabha and state legislative assemblies. The step is a step in the implementation of the Nari Shakti Vandan Adhiniyam, and an indicator of the government to put women and their representation in politics first. The vote precedes a special sitting of Parliament, which suggests a sense of urgency in moving the reform.

The main points of the Proposal.

In the proposed amendments, the intention is to eliminate procedural backlog which has hindered the realization of the women reservation. One of the key changes is the utilization of the 2011 Census data as opposed to waiting the next census data. This change will likely allow implementing the reservation provisions earlier so that women could be included in the legislative bodies in a timely manner.

Delimitation and Expansion of Seats.

The amendment has also been accompanied by a Delimitation Bill that has been passed by the Cabinet. This proposal also proposes a massive increase in seats in the Lok Sabha and state assemblies. The strength of Lok Sabha can rise to approximately 816 seats including 273 seats reserved for women. This growth is aimed at balancing the population growth and fair representation.

Political Context

The shift is an indicator of an increasing agreement on the political spectrum on participation of women in governance. The government has promised that the fears of the southern states over the issue of representation will be addressed in the process of delimitation. These measures are likely to be debated and possibly approved in the next session of parliament.

Implications for Governance

The reform has a high likelihood of changing the political arena in India as women are going to be significantly represented. Increased involvement of women has the potential to result in more inclusive policymaking and better attention to social issues. The confluence of the reservation and delimitation is a structural change in the electoral system of India with long term democratic repercussions.
