Overview
In a significant change in its climate policy, India has allegedly pulled out its offer to host the 33rd Conference of Parties (COP33) in 2028. Previously, Prime Minister Narendra Modi had said that India would host the summit at COP28 in Dubai in 2023. Although there is no official announcement, confirmation of the decision is through official communication to the UN climate body.
Reason Behind the Withdrawal
The withdrawal is after a review of the domestic and international commitments of India in 2028. India, in its communication to the United Nations Framework Convention on Climate Change (UNFCCC), gave the need to consider national priorities as the most important reason. This implies a new strategic re-alignment between developmental targets and the changing climate responsibilities.
Preparatory Steps Undertaken
India was already making preparations to host the summit before withdrawing. In July 2025, the Ministry of Environment, Forest and Climate Change set up a dedicated cell to manage logistical and professional requirements. The candidature of India had been supported in the BRICS summit as well, which showed good diplomatic support on the day.
COP Hosting Mechanism
The COP summits are held on a rotational basis among five regional groups under the UN. India being an Asia-Pacific country was also qualified in the summit of 2028. As it withdraws, South Korea is the only known contender presently. The next summits are COP30 in Brazil, COP31 hosted by Turkey and Australia and COP32 in Ethiopia.

Although India has pulled out of the hosting responsibilities, it is determined in its climate goals. Its new Nationally Determined Contributions (NDCs) are to reach approximately 60 percent of installed electricity capacity based on non-fossil fuel sources by 2035, cut down on emissions intensity of GDP by 47 percent and increase carbon sinks. These goals underpin Indian involvement in climate action at the global level.
