Bihar New One-Time Settlement Scheme: Pay 50 Percent Less on Pending Traffic Challans

The Bihar government launched the  Traffic Challan One-Time Settlement Scheme, 2026 , through a gazette notification on  30 April 2026 . The scheme offers up to  50% relief  on pending traffic e-challans for certain offences. It will remain open through the financial year  2026-27 . The scheme became effective on  9 May 2026 , which was also the date of the  National Lok Adalat . The Patna High Court gave directions on  8 May 2026  to ensure smooth implementation.

Bihar Announces One-Time Settlement for Pending Traffic Challans

The Bihar government has introduced a new scheme called the  Traffic Challan One-Time Settlement Scheme, 2026 . A gazette notification was issued on  30 April 2026 . The Bihar Cabinet approved this scheme. It gives up to  50% relief  on pending traffic e-challans for some offences. The scheme will run through the entire financial year  2026-27 . It became effective on  9 May 2026 , the same day as the National Lok Adalat.

Which Challans Are Eligible?

The scheme applies only to  e-challans that have been pending for more than 90 days . Different official references mention two different cut-off dates – either  31 March 2025  or  31 March 2026 . Vehicle owners should check their challan date to confirm eligibility.

Which Offences Are Covered?

The settlement covers  minor traffic violations  such as:

  • Not wearing a helmet

  • Not wearing a seat belt

  • Driving without insurance

Which Offences Are NOT Covered?

Serious violations  are excluded from this amnesty. These offences will still attract full penalties. They include:

  • Using a handheld mobile phone while driving

  • Dangerous driving (covered under  Section 184 of the Motor Vehicles Act, 1988 )

What Did the Patna High Court Direct?

On  8 May 2026 , the Patna High Court issued directions for the National Lok Adalat held on  9 May 2026 . The court ordered the following:

  1. Accessible settlement locations  – Centres should be easy to reach.

  2. Online payment facilities  – People can pay without visiting offices.

  3. Adequate security arrangements  – Law and order must be maintained at settlement centres.

  4. Communication to vehicle owners  – Registered mobile numbers must receive messages within  two days .

How to Pay?

The scheme makes  online payment mandatory Cash payments are not accepted . This ensures transparency and keeps a digital record.
