Bihar Rolls Out ‘Bhumi Sudhar Samvad’ to Strengthen Land Governance and Speed Up Dispute Resolution

The Bihar government has introduced ‘Bhumi Sudhar Samvad’ , a new initiative aimed at streamlining land administration and ensuring quicker resolution of long-pending disputes. Beginning 12 December , the programme offers citizens a direct platform to present land-related documents and receive timely solutions from officials.

Public Interface for On-Spot Resolution

The initiative will start in Patna , followed by sessions in Lakhisarai , allowing individuals to clear concerns related to mutation, land ownership and documentation. By bringing government officials and citizens together in a public setting, the programme seeks to reduce delays and enhance accountability across the land revenue system.

Tackling Fraud and Improving Transparency

To curb fraudulent practices, a dedicated monitoring unit named ‘Udan Dasta’ will be constituted. This team will identify suspicious transactions and prevent manipulation in land records. The department has already received nearly 46 lakh applications , of which around 12 lakh have been resolved. Officials have been instructed to adhere to time-bound processing and avoid unnecessary rejections of mutation applications.

Encroachment Removal and Anti-Corruption Drive

The state will also launch a targeted encroachment-removal campaign in March , focusing on reclaiming government land illegally occupied by individuals or organised groups. Strict punitive action is planned against both encroachers and officials found colluding with land mafias. Citizens who share credible tips on encroachment will be rewarded for their cooperation.

Strengthening Public Trust

By integrating dispute settlement, fraud detection and encroachment control, Bihar aims to build a more transparent, efficient and citizen-centric land governance framework. Regular monitoring at the panchayat level is expected to further enhance public trust in the system.
