Bengaluru has emerged as India’s best city for women in 2025, leading a nationwide assessment of urban inclusion. The ranking recognises the city’s ability to blend strong social infrastructure with a dynamic industrial base—creating conditions that support women’s safety, employment, and long-term career progression.

Findings from the Inclusion Study

The study was released by Avtar , a Chennai-based organisation that evaluates diversity and inclusion in the workplace. Covering 125 Indian cities, the assessment placed Bengaluru at the top with a City Inclusion Score of 53.29 . It was followed by Chennai (49.86) and Pune (46.27). Hyderabad and Mumbai rounded out the top five, highlighting the strong performance of southern and western metros.

The Two-Pillar Framework

The index evaluates cities using a two-pillar approach.

  • Social Inclusion looks at safety, healthcare, education, mobility, and overall liveability.

  • Industrial Inclusion measures access to formal jobs, skilling opportunities, corporate diversity practices, and women’s participation in the workforce.

Cities that scored well across both dimensions were found to offer more sustainable pathways for women’s professional growth.

Why Bengaluru Leads

While Chennai topped the social inclusion pillar due to robust public services and safety frameworks, Bengaluru outperformed all others on industrial inclusion. Its dense corporate ecosystem, abundance of formal employment, and widespread adoption of diversity and inclusion policies gave it a decisive edge. Cities like Pune and Hyderabad showed balanced outcomes across both pillars, signalling steady improvement in women’s workforce participation.
