Assam Cabinet Approves 3 percent Reservation for Tea Tribes and Adivasis

Assam Expands MMUA Scheme Ahead of Assembly Elections

In a notable policy decision ahead of the Assembly elections, the Assam Cabinet approved a 3% reservation in Class I and Class II state government jobs for tea tribes and Adivasi communities within the Other Backward Classes (OBC) quota. The Cabinet simultaneously expanded the Mission for Minority and Underprivileged Areas (MMUA) scheme, extending benefits to over one lakh additional women beneficiaries.


Reservation Extended to Higher Administrative Posts

Chief Minister Himanta Biswa Sarma stated that reservation benefits for tea tribes and Adivasis were earlier confined to Grade III and Grade IV posts. The revised framework now covers Grade I and Grade II positions , including state civil services and professorial appointments.

The policy will apply to higher-level recruitments beginning next year, while immediate vacancies in other categories will implement the new provision without delay. The decision broadens access to senior government roles for historically underrepresented communities.


Expansion of MMUA Welfare Coverage

The Cabinet authorised the inclusion of 1,07,532 additional Self-Help Group (SHG) members under the MMUA scheme. To date, nearly 32 lakh women have received financial assistance of ₹10,000 each under the initiative designed to promote entrepreneurship and financial inclusion.

Officials emphasised that the expansion seeks universal coverage of eligible beneficiaries, particularly women from minority and economically vulnerable backgrounds.


Electoral and Socioeconomic Context

The decisions come weeks before elections to the 126-member Assam Legislative Assembly , scheduled for March–April. Tea tribes, Adivasis and women voters represent key demographic segments in the state’s political landscape.

The measures highlight the government’s focus on social inclusion, employment equity and grassroots economic empowerment.
