The Union Ministry of Power has named Maharashtra the first among 36 states and Union Territories in the State Energy Efficiency Index (SEEI) 2024 released in 2023-24 financial year. The index aims to help speed up the transition of the Indian economy to a low-carbon economy and is used to monitor state-level efforts to fulfill the net-zero objective of the country by 2070 and a 45 percent reduction in the intensity of emissions by 2030.
Framework of SEEI 2024
The bureau of Energy efficiency (BEE) and the Alliance of an Energy efficient Economy (AEEE) developed the index together. It measures the performance in seven major areas:
- Buildings
- Industry
- Transport
- DISCOMs
- Agriculture
- Municipal services
- Cross-sector initiatives
It is one of the most inclusive measures of state progress on energy efficiency, with a total of 66 indicators having been assessed.
State Rankings
- Maharashtra led in Group 1 (above 15 million tonnes of oil equivalent energy).
- andhra pradesh Group 2 (5-15 million tonnes).
- Assam led the Group 3 (1-5 million tonnes).
- Tripura led Group 4 (under 1 million tonnes).
Seven states became five this year with Andhra Pradesh, Karnataka, Maharashtra, Telangana and Tamil Nadu continuing to be known as Front Runner states.
- Assam and Kerala fell in the Achievers category (scores 50-60%).
- Contenders (30-50%) were Haryana, Punjab, Rajasthan, Odisha and Uttar Pradesh.
Key Sectoral Achievements
- The Energy Conservation Building Code (ECBC) 2017 was announced in 24 states.
- Electric mobility policies were taken up by 31 states.
- New buildings were required to have EV charging points in 14 states.
- Solar powered agricultural pumps were encouraged by 13 states.
- Every state and UT developed State Energy Efficiency Action Plans.
- Chief Secretaries headed steering committees on energy transition in 31 states.
Policy Innovations
The index illustrates advances in ESCO models, building star rating, MSME energy profiling and the growth of the Perform, Achieve and Trade (PAT) scheme. It also highlights EVs demand-side incentive and energy-saving programs by DISCOMs as an appropriate solution in reducing carbon emissions.
