Delhi to Launch Unified Emergency Helpline 112, Revamping Crisis Response System

Delhi is set to significantly upgrade its emergency response mechanism with the rollout of a single unified emergency helpline number, 112 . Announcing the initiative, Chief Minister Rekha Gupta said the move brings the national capital fully in line with the Centre’s vision of a one-number emergency access system for all citizens.


Alignment with National Emergency Framework

The Chief Minister noted that the Ministry of Home Affairs has designated 112 as India’s national emergency number. In accordance with this framework, Delhi will merge all existing emergency helplines—covering police, fire, medical and disaster services—into a single access point , eliminating confusion during critical situations.

Once implemented, residents will no longer need to remember multiple numbers to seek help.


Multiple Access Modes for Citizens

The new system is designed to be inclusive and accessible . Citizens will be able to contact emergency services through:

  • Voice calls

  • SMS

  • Mobile applications

  • Panic buttons

  • Online platforms

This multi-channel approach ensures support even when callers are unable to speak. A single alert can simultaneously notify police, fire services, ambulances, and disaster management agencies , sharply reducing response time.


Technology-Driven Emergency Response System

The upgraded Emergency Response Support System (ERSS) 2.0 will operate via a centralised Public Safety Answering Point (PSAP) . Advanced dashboards will allow:

  • Real-time incident monitoring

  • Automatic caller location detection

  • Instant identification of the nearest response vehicle

By removing dependence on manual location sharing, the system is expected to improve response speed, especially during the golden hour , the most critical period after an emergency.


Phased Rollout and Accountability Measures

Chief Minister Gupta clarified that the project will be implemented in phases . The first stage focuses on integrating all emergency numbers into 112, followed by technological upgrades, training of call handlers, and public awareness campaigns.

The system will also enable continuous monitoring of response times. If delays occur, alternative response vehicles can be deployed , strengthening accountability and ensuring coordinated, city-wide emergency management.
